NOTICE TO BIDDERS  

2008 SPECIFICATIONS FOR MATERIALS AND SUPPLIES FOR ELKHART COUNTY

Notice is hereby given that the Board of Commissioners of the County of Elkhart, Indiana will receive sealed bids in accordance with Indiana law up to 9:00 a.m. on Monday, December 03, 2007 for the following materials and supplies to be used by various Elkhart County departments for the year 2008:

Detailed specifications may be examined at the office of the Elkhart County Commissioners , 117 North Second Street, Goshen , Indiana 46526 .  Copies of the specifications may also be obtained from the respective Elkhart County departments.  The language “2008 Specifications for Materials and Supplies for Elkhart County ” and the Item Number(s) bid shall appear on the envelope containing the bid. No bond is required.

 

All of the above items will be ordered, as needed upon duly authenticated purchase requisitions from the respective Elkhart County departments unless otherwise indicated in the Specifications.  The Elkhart County Commissioners reserve the right to award the contract for petroleum products to all responsible and responsive bidders as provided by Indiana Code Section 5-22-17-10.  For these purposes, “petroleum products” includes Items 1, 2 and 3 above.  The Elkhart County Commissioners also reserve the right to award contracts to all responsible and responsive bidders for certain items if the Elkhart County Commissioners, upon receipt of the bids, determine in the best interest of Elkhart County that awards to more than one bidder are appropriate based upon such factors as the quality of materials; geographic proximity to Elkhart County sites; delivery or pick-up expenses to Elkhart County; quantities needed; time of delivery or availability; the current price; and any other factors identified in the Specifications.

ITEM 1          GASOLINE

A.     Regular Unleaded

                                Specifications:

1.      Fuel locations shall be located in Elkhart County .

2.      Vendor shall extend bid price to fuel locations outside Elkhart County when vendor has fuel locations available outside Elkhart County .

3.      Fuel locations shall be of the “card type” that allows the purchase of fuel via the use of a card identifying the user and a card identifying the vehicle the fuel is being dispensed into.

4.      Vendors shall provide monthly report of purchases.  Such report will indicate the following:

a.       Individual vehicle amount(s).

b.      Mileage

c.       Dates

d.      Times

e.       Users

5.      All bids to show either a “Firm” price or contain an escalate-de-

escalate clause.  Refer to attachment #2.

6.      Bidder to provide rate information when requested by Elkhart County .

 

ITEM 2           DIESEL FUEL

 

A.     Premium Grade (card system)

120,000 gallons or less

 

B.     Premium Grade (bulk delivery)

Delivery amounts of 150 or more gallons

 

Specifications:

1.      Bulk delivery locations to include:

a.       610 Steury Ave. , Goshen , IN  

b.       C.R. 7 south of U.S. 20 bypass (next to landfill)

2.      All fuel must conform to the specifications of Industry Standard premium diesel fuel and produce equal performance.

3.      Card system bid shall be exempt from Indiana state sales tax.

4.      Bulk delivery bid shall be exempt from Federal excise tax and Indiana state sales tax.

7.      Fuel locations shall be located in Elkhart County .

8.      Vendor shall extend bid price to fuel locations outside Elkhart County when vendor has fuel locations available outside Elkhart County .

ITEM 3           LIQUID ASPHALT

 

A.     AE 90

500,000 gallons or less

 

B.     AE 90 S

50,000 gallons or less

                       

                                Specifications:

1.      All materials to meet current INDOT specifications (except stone coating requirements).

2.      Bid price shall include delivery to any site in Elkhart County .

3.      Bidder shall provide up to two hours unloading time per tanker.

4.      Bidder shall list demurrage charges.

5.      Bidder shall retain the right to submit bid with escalator clause.

6.      Elkhart County shall reserve the right to test material for compliance to specifications.  Material shall be tested by a certified laboratory experienced in asphalt materials testing.

7.      In the event material does not meet required specification and is rejected, Elkhart County shall not be responsible for the payment of the load of material out of spec.

8.      Bidder to provide on site technical support.

 

ITEM 4           BITUMINOUS COATED MATERIALS

 

A.     Cold patch material

Approximately 5,000 tons more or less

 

B.     High performance cold patch material (UPM or equivalent)

Approximately 500 tons more or less

 

                        Specifications:

1.      Stockpiles shall be workable at all times.  Any material deemed

unworkable shall be rejected.

 

2.      Patch material to consist of :

a.       #11 limestone 47.5%

b.      #12 limestone 46.5%

c.       Bitumen (specify)

 

3.      Mixtures to be loaded into County Vehicles by supplier, at supplier’s

location.

 

4.      High Performance Patch (UPM, SP400 or equivalent material) shall

meet or exceed Indiana Department of Transportation general

specifications for high performance cold patching mixture #1.

 

ITEM 5           HOT ASPHALTIC CONCRETE, PLANT MIXED

 

A.     Binder

Quantities up to 2,000 tons

B.     Surface

Quantities up to 20,000 tons

 

Specifications:

1.      All materials and mixing shall be in accordance with Indiana Department of Transportation standard specifications – 1999.

2.      Bid price to include loading into County vehicles at supplier’s yard.

4.      The asphalt content of the binder shall be as follows:

#8  4.1% - 5.2%

#9  4.3% - 5.4% using AC20 oil.

5.      Wedge-Binder or Widen-Binder shall meet the gradation requirements

of the binder course, but will have an asphalt content of 4.0% to 4.5%

using AC20.

7.      Surface bitumen content:  5.5% - 7.0%

8.   The surface course may be #11-type B Limestone (11-L), or #11-type B.  The asphaltic content on these types will be 6.2% to 6.6%, using AP-3 or AP-5, or #11-type B air cooled blast furnace slag (11-S) having an asphalt content of 6.8% or 7.2% using AC20.

 

ITEM 6           REPAIR PARTS and ACCESSORIES

 

A.     Tires and tire service

 

B.     Other misc. parts and supplies

 

Specifications:

1.      Tires:

a.       Sizes to fit listed vehicles and equipment.

b.      Tires shall be equal to the original equipment in workmanship, quality and service. 

c.       Bidder shall provide 24 hour, 7 days per week service to listed equipment for tire service, repair, and replacement.

d.      Bidder to include the prices for:

1)      Business hours mounting tires.

2)      Business hours service calls in Elkhart County .

3)      Business hours changing tires.

4)      Business hours balancing tires.

5)      After hours mounting tires.

6)      After hours service calls in Elkhart County .

7)      After hours changing tires.

8)      After hours balancing tires.

e.       Bidders shall submit price breakdown sheet for tires of various

sizes or different types of vehicles.

 

2.      All other parts and supplies:

a.       Furnished shall be equal to the original equipment in workmanship, quality and service. 

b.      Parts and accessories include:

ITEM 7           WASHED PEA GRAVEL

Specifications:

1.      Gravel shall comply with Indiana Department of Highway

Specifications, 1988.

2.      Bids shall state price per ton for #12 Gravel.

3.      Bid price to include loading into County vehicles at supplier’s yard.

                        Specifications:

1.      Fine Aggregate shall comply to Indiana Department of Transportation

Specifications, 1988, aggregate size 23 or 24.

                        2.   Bid price to include loading into County vehicles at supplier’s yard.

 

ITEM 10         CHEMICAL STABILIZATION PRODUCTS/DUST CONTROL - ANTI-ICING/DEICING LIQUIDS

 

                       

A.     Calcium Chloride

100,000 gallons or less

B.     Acidulated Soybean Oil Soapstock

100,000 gallons or less

C.     Anti-icing/deicing liquids

50,000 gallons or less.

 

Specifications:

1.      Dust control (items A. & B.):

a.       Price to include cost of application.

b.      Supplier to state % of active ingredients of material

2.      Anti-icing/deicing liquid (item C)

a.       Total settleable solids – less than 2%

b.      Freeze point – minimum –60 degrees F

c.       Corrosion rate  < 10%

d.      Product shall pass standards set forth by AASHTO for liquid anti-icing/deicing materials.

e.       Product shall pass the standards established by the Pacific Northwest States AASHTO for liquid anti-icing/deicing materials.

f.        Bidder to provide chemical and physical analysis of product bid.

g.       Bid price to include delivery to any site in Elkhart County where storage/mixing takes place.

h.   B.O.D. (as delivered to job site) shall not exceed 1000 ppm or mg/l

 

ITEM 11         TRAFFIC & ROAD MARKER MARERIALS – POSTS,

FASTENERS, BLANKS, FACES WITH OR WITHOUT LEGENDS

 

A.      Posts

 

1.  Steel Sign Posts

 

        1,000 or less

 

Lengths to be 8, 10 or 12 feet, channel type with mounting holes for 3/8” bolts to be punched in each post every inch for not less than ½ the length of the post.  Posts must be steel, not aluminum.

 

Posts to be priced at two (2) pounds per lineal foot and three (3) pounds per lineal   foot.  Posts must be painted either green, silver or galvanized. 

 

   Rib back post is preferred, however, alternates will be considered.

 

Also bid on delineator posts in lengths to be 6, 7, 8, or 9 feet.  Posts must be      steel, not aluminum.

 

2.        Round Galvanized Steel

 

10’x2” – 3/8”OD

 

3.        Telspar Posts & hardware lengths to be 7,8,10, or 12 feet.

 

B.       Brackets

 

Brackets and hardware for sign blade installation.

All aluminum sign blanks must be in accordance with the Indiana Manual on Uniform traffic Control Devices, with revisions.  Most shapes and sizes used by Elkhart County for road marker signs are:

        30” x 30” Rectangular                          18” x 24” Rectangular

 

Sizes to be used are not limited to the above listing.

 

Blanks shall be of aluminum of not less than .080 thickness and shall be punched with holes for mounting as required by the Maintenance Department.  Bidders should specify prices for above listed blanks on the main bid sheet.

ITEM 12         GRAVEL – MAINTENANCE GRAVEL

 

A.      Bank Run Maintenance Gravel

                        Specifications:

1.      Bank run gravel

a.       Material shall be inspected and approved by the manager or

designated employee before purchase is made.

b.      Material not meeting the individual job requirements shall not be

purchased.

 

2.      Processed gravel

a.       Material shall be blended and processed so that the mixture shall conform to the requirements 53, aggregates as outlined in section 903.02 of the 1988 Indiana Department of Highway Standard Specifications.

3.      All gravel will be weighed on bidder scale.

4.      The weighing and making out of the weight slips shall be the responsibility of the bidder.

5.   Bid price to include loading into County vehicles at supplier’s yard. 

 

The material shall be paid for on a monthly basis upon submission of scale weight slips and an invoice.  The County will not guarantee any minimum purchase during any annual period.  Bid price shall be priced per ton.

 

Note:

 

On the foregoing specifications the word “Board” refers to the Elkhart County Board of Commissioners and the word “Engineer” refers to the Elkhart County Highway Manager.   When reference is made to standards and specifications of the Indiana Department of Highways, such standards and specifications are included in and made a part of these specifications.

ATTACHMENT #2

 

GASOLINE AND DIESEL FUELS BID INFORMATION

 

Prices for gasoline and diesel fuels are to be computed using the Price Adjustment methods set forth herein:

 

The total price of the product delivered to destination shall consist of two components.  These components are:          A)  The Base Price                B)  The Bid Price

 

Base Price:  ** The BASE PRICE shall be the average price for each grade of fuel reported by Industry Weekly Publication called “Oil Price Information Service”, (OPIS) plus any other applicable taxes or EPS charges.

 

Bid Price:  The BID PRICE shall be the base price adjustment factor the bidder quotes.  This amount shall be firm for the full term of the contract, plus any renewals.  Bidders shall indicate only the bid price on the bid forms provided.  DO NOT INDICATE TOTAL PRICE PER GALLON. 

 

All bid prices are to be expressed as a decimal.  Example:  If the bid price is five and three quarters cents per gallon, express as 0.0575.  If the bid price is three quarters cents per gallon, express as .0075.
